The incompatible-rollout procedure distributes to one host after its
detached checkout. The script sources the updater config after the
environment, so DISTRIBUTE_TARGETS on the command line was ignored and
every host ran; the failed one hid behind the last line of output. A
second argument now names the targets for that call.
